Did Uber Manila used the incentive as a bait?

Partners reacted in frustration as majority said that it was a bait that made them woke up early as 5 am for nothing.
Some says because of the said incentive email, most of the partners just lost alot of money, because it took off the surge.
At the current status, surges are the only means of income for the partners but since Uber blasted the email, a lot of drivers went back on the road.
If you look at it carefully, the incentives might look competitive, but after the 20% uber fee, the partners will be left out with just a few bucks, partners will earn more with the surge.
Majority said that Uber is just using the incentive to hype the partners so that drivers could get back on the road and Uber will earn 20% for every one of them.
